Can I downgrade from dedicated to flex clusters?

I wiped out my db by mistake and now I want to restore. But getting this error message. I want to upgrade to dedicated to complete the backup. However, i am not sure if I can downgrade back to flex when I am done. Is that possible?

Also why am I am seeing this error to begin with?
